Withdraw my own pending substitution request
POST/ministries/me/swaps/:swapId/withdraw
Proposer only (design section 2.13) - a coordinator approves or rejects, never withdraws on someone's behalf, so even a coordinator gets 403 here. Appends a substitute_withdrawn response row and changes nothing else: the original assignment stays exactly as it was. 409 unless the request is still proposed.
