Everything the qualification matrix needs, in one response

/ministries/ministries/:ministryId/qualification-matrix

Pool members UNION everyone qualified for a position in view down the side (design D19), active positions across the top, and each person's qualified position ids - section 5.4 requires the matrix to handle 15-200 people without re-fetching per cell. A row's inPool flag says which half it is there for.
