Cancel an assignment (hard-deletes only a pending row with no history)
DELETE/ministries/assignments/:assignmentId
Design section 3.3.2: cancel, never hard-delete once responded. A pending row that carries no response, no swap and is not itself a substitution is a mis-click with nothing to preserve and is removed outright along with its pending outbox rows; everything else is cancelled and kept, because the audit trail is what issue 9709 promises.
