Set this occurrence's whole staffing plan, overriding the schedule's
POST/ministries/occurrences/:occurrenceId/requirements/replace
Writes occurrence-level override rows that match the payload exactly: positions not listed lose their override. An empty array means 'this occurrence needs nobody' and is a real, storable answer — it is NOT the same as having no overrides, which means 'follow the schedule'. Use DELETE on the same path for that.
