Staff this event: one calendar event, one team, one occurrence
POST/ministries/ministries/:ministryId/staffed-events
Creates a hidden schedule in the event link mode (never listed on the Schedules tab, deleted together with its occurrence) carrying the team, the staffing needs and the optional offsets, and the one occurrence anchored to the event, in one transaction (D22). Any upcoming active event may be staffed: anchoring is a read-only reference. Same gate as creating a schedule.
