The acting person comes from the session (AuthenticationManager::getCurrentUser()->getId(), which IS the person id). There is deliberately NO personId parameter - a personId in the query string is ignored, which is what makes substitution structurally impossible (design section 3.3.3). Upcoming only by default; includePast=1 adds what has already happened.
