Who may fill a position on the occurrences this schedule is about to generate
GET/ministries/schedules/:scheduleId/eligible
The Generate Occurrences dialog's 'Fill by default with' picker. The same list as /occurrences/{id}/eligible - actively qualified people, least recently served first, inPool reported rather than filtered on - minus the double-duty annotation, since no occurrence exists yet.
