Qualify a person for a position
POST/ministries/positions/:positionId/qualifications
Idempotent by UNIQUE (vqal_per_ID, vqal_vpos_ID): 201 when the row is new, 200 when it already existed - a re-grant reactivates a revoked row rather than inserting a second. The person does NOT have to be in a linked pool: the pool is the candidate set, the qualification is the eligibility (design section 2.5).
