Re-enqueue the assignment message for this volunteer
POST/ministries/assignments/:assignmentId/notify
Idempotent through the dedupe key (design section 2.14): the row assign() already created is returned with created=false and nothing is duplicated. ?force=1 re-arms that SAME row to pending so the next drain sends it again - it never inserts a second one. Nothing is sent here; delivery is issue 9710's.
