The rows of this ministry's qualification matrix
GET/ministries/ministries/:ministryId/members
Everyone in the ministry's pool Group UNION everyone actively qualified for one of the positions in view (design D19). Each row carries inPool and the position ids that person is qualified for, so the matrix renders from one response (section 5.4).
