GET/ministries/dashboard
The S1 aggregate (design section 5.2): upcoming occurrences, the gaps that need filling, assignments still awaiting a reply, proposed substitutions, and the number of notifications that failed terminally. Scoped to the caller in the query (section 4.4) — a global manager sees every ministry, a coordinator their ministries, a team leader their teams. The scope block additionally names the ministries and teams the caller may navigate to, which is what gives a team-scope-only user an entry point.
