Revoke a qualification by deactivating it
DELETE/ministries/qualifications/:qualificationId
The row is KEPT with active=false (design section 2.7). Historical assignments stay valid because volunteer_assignment_vasg has no foreign key to a qualification - it references the person and the position directly. On a team linked to a Sunday School class, revoking the person's last active qualification in the team also ends their Teacher-role membership of the class (D23).
