Requirements, live/gap counts and assignment rows for one occurrence

GET 
/ministries/occurrences/:occurrenceId/staffing

The workhorse coordinator read (design section 5.5). Requirements come from VolunteerScheduleService::getEffectiveRequirements(); the counts come from VolunteerAssignmentService::getGaps(), the single gap implementation. Assignments for a position that has no requirement are returned under otherAssignments rather than being hidden.
