A team leader puts an existing person in the volunteer pool of their team's ministry

/ministries/teams/:teamId/pool/:personId

Allowed to a leader of this team and to anyone who may manage it (its ministry's coordinators, global volunteer managers, administrators). The person must be one GET /ministries/people/search can return: not deceased, not deactivated, not in a deactivated family. positionIds optionally qualifies them for positions of THIS team through the ordinary qualification grant, in the same transaction. When the person was not in the pool already, each of the ministry's coordinators (or, when it has none, each global volunteer manager) is emailed who added whom - outbox type pool_add; the added person and the team's other leaders are not. Removing somebody from the pool is not offered here: it stays DELETE /ministries/ministries/{ministryId}/pool/{personId}, which is ministry-level.
