GET/ministries/occurrences/:occurrenceId/eligible
Actively qualified people, ordered by last served date ascending with never-served first - the rotation (design section 2.17). inPool reports pool membership rather than filtering on it, because an out-of-pool qualified person is assignable with the allowOutsidePool override. conflictPositionId names another position the person already holds on this occurrence (I7/D16) and is an annotation, never a filter.
