Find people a team leader may add to a volunteer pool

The Add Volunteer picker of the admin team view and the Member Portal team page. Reachable by a team leader on any kind of login and by coordinators, volunteer managers and administrators. Only people who are not deceased, not deactivated and not in a deactivated family; every word of q must match a first or last name. Returns id, name and family name ONLY - no email, phone, address, photo or age - and at most 20 people, so a team leader cannot page through the directory. Fewer than two characters returns an empty list.
