The notification outbox rows for one assignment
GET/ministries/assignments/:assignmentId/notifications
Design section 6.6: the only way to prove from outside that a retried operation produced no second message. Newest first. Coordinator surface - the volunteer's own view of what they were sent is not this endpoint.
