Change an assignment's status, or record a response on the volunteer's behalf
POST/ministries/assignments/:assignmentId/status
accepted and declined write a response row with channel 'coordinator' and the COORDINATOR as vrsp_per_ID, so the audit trail shows who actually recorded it (design section 2.11.1). A coordinator-recorded decline deliberately enqueues no decline_alert - the coordinators already know (section 3.6). cancelled is a coordinator act. An illegal transition is a 409 whose body carries currentStatus.
