Give a person a portal permission (Admin role required)
POST/admin/api/person/:personId/sign-in/grants
A capability, on a scope of its scope type (none, family, team, ministry or group), with a required last day and a required reason. Takes effect on the person's next portal request. Writes a grant_added audit row; the reason is kept on the grant only.
