Get pledge and payment history for a family (Finance role required)

GET 
/payments/family/:familyId/list

Results are filtered by fyid (fiscal year) when a positive value is provided. fyid=0 means All Time (no date filter at all). Omitting fyid entirely falls back to the current user's ShowSince date preference. ShowPayments/ShowPledges preferences always apply.
