Confirm a person's unconfirmed email after checking who they are (EditRecords role required)
POST/person/:personId/sign-in/confirm-email
An unconfirmed address receives mail but may not be used to sign in (member sign-in design §9). Staff with Edit Records may confirm an address moved from the family email; a replacement address after the person's first sign-in, and any address of a person with a staff account or given portal permissions, only an administrator. Writes an email_confirmed audit row.
